ON THE LOGIC, METHOD AND SCIENTIFIC DIVERSITY OF TECHNICAL SYSTEMS: AN INQUIRY INTO THE DIAGNOSTIC MEASUREMENT OF HUMAN SKIN
This dissertation explores some of the scientific, technical and cultural history of human skin measurement and diagnostics. Through a significant collection of primary texts and case studies, I track the changing technologies and methods used to measure skin, as well as the scientific and sociotechnical applications. I then map these histories onto some of the diverse understandings of the human body, physics, biology, natural philosophy and language that underpinned the scientific enterprise of skin measurement. The main argument of my thesis demonstrates how these diverse histories of science historically and theoretically inform the succeeding methods and applications for skin measurement from early Greek medicine, to beginnings of Anthropology as scientific discipline, to the emergence of scientific racism, to the age of digital imaging analysis, remote sensing, algorithms, massive databases and biometric technologies; further, these new digital applications go beyond just health diagnostics and are creating new technical categorizations of human skin divorced from the established ethical mechanisms of modern science. Based on this research, I inquire how communication practices within the scientific enterprise address the ethical and historical implications for a growing set of digital biometric applications with industrial, military, sociopolitical and public functions
Community Engagement in a Graduate-Level Community Literacy Course
A case study of a graduate-level community literacy seminar that involved a tutoring project with adult digital literacy learners, this essay illustrates the value of community outreach and service-learning for graduate students in writing studies. Presenting multiple perspectives through critical reflection, student authors describe how their experiences contextualized, enhanced, and complicated their theoretical knowledge of public rhetoric and community literacy. Inspired by her students’ reflections, the faculty co-author issues a call to graduate programs in writing, rhetoric, literacy studies, and technical communication to develop a conscious commitment to graduate students’ civic engagement by supporting opportunities to learn, teach, and research with community partners
HATNet Field G205: Follow-Up Observations of 28 Transiting-Planet candidates and Confirmation of the Planet HAT-P-8b
We report the identification of 32 transiting-planet candidates in HATNet
field G205. We describe the procedures that we have used to follow up these
candidates with spectroscopic and photometric observations, and we present a
status report on our interpretation of the 28 candidates for which we have
follow-up observations. Eight are eclipsing binaries with orbital solutions
whose periods are consistent with their photometric ephemerides; two of these
spectroscopic orbits are singled-lined and six are double-lined. For one of the
candidates, a nearby but fainter eclipsing binary proved to be the source for
the HATNet light curve, due to blending in the HATNet images. Four of the
candidates were found to be rotating more rapidly than vsini = 50 km/s and were
not pursued further. Thirteen of the candidates showed no significant velocity
variation at the level of 0.5 to 1.0 km/s . Seven of these were eventually
withdrawn as photometric false alarms based on an independent reanalysis using
more sophisticated tools. Of the remaining six, one was put aside because a
close visual companion proved to be a spectroscopic binary, and two were not
followed up because the host stars were judged to be too large. Two of the
remaining candidates are members of a visual binary, one of which was
previously confirmed as the first HATNet transiting planet, HAT-P-1b. In this
paper we confirm that the last of this set of candidates is also a a transiting
planet, which we designate HAT-P-8b, with mass Mp = 1.52 +/- 0.18/0.16 Mjup,
radius Rp = 1.50 +/- 0.08/0.06 Rjup, and photometric period P = 3.076320 +/-
0.000004 days. HAT-P-8b has an inflated radius for its mass, and a large mass
for its period. The host star is a solar-metallicity F dwarf, with mass M* =
1.28 +/- 0.04 Msun and Rp = 1.58 +/- 0.08/0.06 Rsun.Comment: 16 pages, 6 figures, 13 table
Best Practices in Dengue Surveillance: A Report from the Asia-Pacific and Americas Dengue Prevention Boards
The Pediatric Dengue Vaccine Initiative organized Dengue Prevention Boards in the Asia-Pacific and the Americas regions consisting of dengue experts from endemic countries. Both Boards convened meetings to review issues in surveillance. Through presentations, facilitated discussions, and surveys, the Boards identified best practices in dengue surveillance including: (1) Dengue should be a notifiable disease in endemic countries; (2) World Health Organization regional case definitions should be consistently applied; (3) electronic reporting systems should be developed and used broadly to speed delivery of data to stakeholders; (4) minimum reporting should include incidence rates of dengue fever, dengue hemorrhagic fever, dengue shock syndrome, and dengue deaths, and hospitalization and mortality rates should be reported by age group; (5) periodic additional studies (e.g., capture/recapture) should be conducted to assess under-detection, under-reporting, and the quality of surveillance; (6) laboratory methods and protocols should be standardized; (7) national authorities should encourage laboratories to develop networks to share expertise and data; and (8) RT-PCR and virus isolation (and possibly detection of the NS1 protein) are the recommended methods for confirmation of an acute dengue infection, but are recommended only for the four days after onset of fever—after day 4, IgM-capture enzyme-linked immunosorbent assay is recommended
Health Economics of Dengue: A Systematic Literature Review and Expert Panel's Assessment
Dengue vaccines are currently in development and policymakers need appropriate economic studies to determine their potential financial and public health impact. We searched five databases (PubMed, EMBASE, LILAC, EconLit, and WHOLIS) to identify health economics studies of dengue. Forty-three manuscripts were identified that provided primary data: 32 report economic burden of dengue and nine are comparative economic analyses assessing various interventions. The remaining two were a willingness-to-pay study and a policymaker survey. An expert panel reviewed the existing dengue economic literature and recommended future research to fill information gaps. Although dengue is an important vector-borne disease, the economic literature is relatively sparse and results have often been conflicting because of use of inconsistent assumptions. Health economic research specific to dengue is urgently needed to ensure informed decision making on the various options for controlling and preventing this disease
An organizational approach to comparative corporate governance: Costs, contingencies, and complementarities
This paper develops an organizational approach to corporate governance and assesses the effectiveness of corporate governance and implications for policy. Most corporate governance research focuses on a universal link between corporate governance practices (e.g. board structure, shareholder activism) and performance outcomes, but neglects how interdependences between the organization and diverse environments lead to variations in the effectiveness of different governance practices. In contrast to such ‘closed systems’ approaches, we propose a framework based on ‘open systems’ approaches to organizations which examines these organizational interdependencies in terms of the costs, contingencies, and complementarities of different corporate governance practices. These three sets of organizational factors are useful in analyzing the effectiveness of corporate governance in diverse organizational environments. We also explore how costs, contingencies, and complementarities impact effectiveness of different governance aspects through the use of stylized cases and discuss the implications for different approaches to policy such as ‘soft-law’ or ‘hard law’
A discrete set of possible transit ephemerides for two long-period gas giants orbiting HIP 41378
In 2015, K2 observations of the bright (V = 8.9, K = 7.7) star HIP 41378 revealed a rich system of at least five transiting exoplanets, ranging in size from super-Earths to gas giants. The 2015 K2 observations only spanned 74.8 days, and the outer three long-period planets in the system were only detected with a single transit, so their orbital periods and transit ephemerides could not be determined at that time. Here, we report on 50.8 days of new K2 observations of HIP 41378 from summer 2018. These data reveal additional transits of the long-period planets HIP 41378 d and HIP 41378 f, yielding a set of discrete possible orbital periods for these two planets. We identify the most probable orbital periods for these two planets using our knowledge of the planets 'transit durations, the host star's properties, the system's dynamics,and data from the ground-based HATNet, KELT, and WASP transit surveys.Targeted photometric follow-up during the most probable future transit times will be able to determine the planets' orbital periods and will enable future observations with facilities like the James Webb Space Telescope. The methods developed herein to determine the most probable orbital periods will be important for long-period planets detected by the Transiting Exoplanet Survey Satellite, where similar period ambiguities will frequently arise due to the mission's survey strategy.Publisher PDFPeer reviewe
The Science Performance of JWST as Characterized in Commissioning
This paper characterizes the actual science performance of the James Webb
Space Telescope (JWST), as determined from the six month commissioning period.
We summarize the performance of the spacecraft, telescope, science instruments,
and ground system, with an emphasis on differences from pre-launch
expectations. Commissioning has made clear that JWST is fully capable of
achieving the discoveries for which it was built. Moreover, almost across the
board, the science performance of JWST is better than expected; in most cases,
JWST will go deeper faster than expected. The telescope and instrument suite
have demonstrated the sensitivity, stability, image quality, and spectral range
that are necessary to transform our understanding of the cosmos through

The James Webb Space Telescope Mission
Twenty-six years ago a small committee report, building on earlier studies,
expounded a compelling and poetic vision for the future of astronomy, calling
for an infrared-optimized space telescope with an aperture of at least .
With the support of their governments in the US, Europe, and Canada, 20,000
people realized that vision as the James Webb Space Telescope. A
generation of astronomers will celebrate their accomplishments for the life of
the mission, potentially as long as 20 years, and beyond. This report and the
scientific discoveries that follow are extended thank-you notes to the 20,000
team members. The telescope is working perfectly, with much better image
quality than expected. In this and accompanying papers, we give a brief
history, describe the observatory, outline its objectives and current observing
program, and discuss the inventions and people who made it possible. We cite
